TITLE: Director of City Planning and Zoning

CLASSIFICATION: Technical - Clerical

SALARY RANGE/SALARY RANGE: Grade 24 / Step 1-7 ($48,874.09-69,057.80)

SUPERVISED BY: City Administrator

General Purpose of Position

The Director of Planning and Zoning administers and enforces the Comprehensive Plan and all land development related activities described in the Code of the City of Willard as well as other applicable state, local and federal laws. This position is responsible for interpretation of, and updates to, the Zoning Ordinance as required for implementation of the adopted Comprehensive Plan and special planning districts. The incumbent is expected to exercise initiative and considerable professional judgment, discretion, and independence of actions in accomplishing division objectives and is held responsible for the effectiveness of division operations.

Major Duties and Responsibilities

Duties include developing short and long-term goals and objectives, implementing goals and objectives, and managing projects relative to the development and redevelopment of City properties.

  • Manages and administers the City’s planning and development department.
  • Serves as an advisor to the City Administrator, other departments, the public, and the Board of Alderman on City planning issues and oversees activities of the Planning Commission, Board of Adjustments, Economic Development Committee, and other public bodies as needed.
  • Responsible for overseeing the preparation of the Department budget.
  • Directs staff in reviewing and analyzing project proposals, plan drafts, revisions, or additions to land use controls, and other factors involved in planning, controlling, and regulating City development.
  • Writes and recommends code changes.
  • Enforces municipal code and responds to and addresses nuisance complaints.
  • Requires a general understanding of 2012 Building codes and must interpret and enforce codes as needed.
  • Write and present monthly staff reports for the Board of Aldermen.
  • Maintains the City of Willard website.
  • Leads and manages public input events, public outreach, surveys, etc.
  • Maintains the City’s GIS database and maps. Researches and collects data on topics related to planning and municipal code.
  • Serve as a staff liaison for the Economic Development Task Force, Planning and Zoning Advisory Committee, Board of Alderman, Board of Adjustments, and Other committees as needed.
  • Assist with grant writing and administration as needed.
  • Update, maintain, and carry forward the City’s Comprehensive Plan.
  • Assist the City Administrator and Economic Developer as needed.
  • Other duties as assigned or needed.

Education and Experience

  • Requires a bachelor’s degree from an accredited school in Business Administration, Public Administration, Finance, City Planning/Development, or a related field.
  • Three years of professional level experience or a combination of education and experience sufficient to successfully perform the essential functions of the position.

Knowledge, Skills and Abilities

  • A strategic thinker and possess strong communication, customer service and management skills; strong analytical skills necessary to define problems, collect data, establish facts, and draw valid conclusions.
  • Candidate must be able to demonstrate a holistic thought process concerning revenue, tax base, business retention and economic development.
  • Must possess a combination of education and experience that prepares him or her to be a member of the City's leadership team, with the ability to have an immediate impact; familiarity with economic development strategies; knowledge of government and non-government funding sources and business assistance programs, requirements and regulations is preferred.
