Planner II manages projects, and Planner II provides support on projects, including initiatives to improve services for passengers to increase customer satisfaction and ridership, improve bus stop amenities, and expand use of technology to further Omnitrans' strategic initiatives.

Participates in the development of studies, reports, and plan documents and monitors agency progress toward plan implementation including report writing and presentations to a broad range of audiences.

Collects, validates, and analyzes data, including using Excel, Access, ArcGIS, Tableau, and other programs to recommend improvements to services and/or passenger amenities.

Works to expand partnerships with member cities, partner agencies, and corporate/private partners to help accomplish Omnitrans’ strategic initiatives and seek new funding opportunities. (Planner II leads initiatives; Planner I provides support.)

Serves as a liaison with member cities, partner agencies, property developers, and other internal and external customers to integrate transit and land use planning and develop needed improvements to bus stops and services, including monitoring and tracking new developments, reviewing plans, coordinating needed adjustments to services, participating in committees, writing comment letters, developing agreements, conducting field site visits, and monitoring construction.  (Planner II leads efforts to improve services and resolve problems in coordination with cities and stakeholder agencies; Planner I provides support in these efforts).

Conducts public involvement activities including developing and administering surveys, public hearings/meetings, speaking with passengers and members of the public, and preparing public informational materials. Reviews and processes comments, suggestions and complaints from customers and stakeholders. Responds to input received as needed.

Assists with efforts to find grant funding for capital projects outlined in the agency Capital Plan (such as zero-emission buses and infrastructure, state of good repair and facility projects, and expansion of transit services), including research funding sources and strategies and preparing grant applications.

Provides support for the management of capital projects, including managing budgets, facilitating input from agency staff, conducting research on best practices, writing scopes of work and independent cost estimates, evaluating consultant/vendor proposals, reviewing plans, conducting field site visits, and monitoring construction. (Planner II may lead the management of projects; Planner I provides support on projects).

SUPERVISORY RESPONSIBILITIES

  • Planner II provides work direction to others but does not have performance appraisal responsibility.
  • Planner I has no supervisory responsibilities.

EDUCATION and/or EXPERIENCE

  • Planner I must have a bachelor’s degree in urban planning, transportation planning, public administration, public policy, environmental policy, GIS, or related field, and two years of professional transportation planning experience is preferred, or an equivalent combination of training and experience.
  • Planner II must have either a master’s degree in planning, public administration/public policy, environmental policy, GIS, or a related field; or a bachelor’s degree in any of these fields plus a minimum of five years of relevant work experience; or an equivalent combination of training and experience.

COMPUTER SKILLS

Planner I/II must be proficient with computer usage, including having a working knowledge of Microsoft Office, Word, Excel, and PowerPoint. Skills in ArcGIS (Online, Desktop, and mobile apps), Tableau, and Adobe Acrobat Pro X and Photoshop are also preferred.  

OTHER SKILLS AND ABILITIES

  • Planner I/II must have knowledge of the principals and practices of service planning, an understanding of theories of service planning practices, and an ability to apply this knowledge to the real world. Planner I/ II must have knowledge of the principals and practices of urban planning, an understanding of theories of urban planning practices, and the ability to apply this knowledge to the real world. 
  • Planner I/II, knowledge of Excel, Access,  Outlook, Word, PowerPoint, ArcGIS (desktop, online, and mobile apps), and Adobe Photoshop is highly desirable.
  • Planner I/II must have knowledge of government structure and operating procedures; the ability to read and interpret maps and plans; organizational skills; and clear and professional communication, including in writing, emails, verbally in meetings, and in providing presentations to large and small groups.

Candidates will be screened for relevant qualifying experience that consists of an evaluation of education and experience. The most competitively qualified candidates will be invited to participate in the selection process. The selection process may include a combination of written, performance, and oral examinations.
