Salary: $65,536.61 (min) to $70,512.17 (max) annual; 35 hours per week.
FSLA Status: Non-exempt

SUMMARY

The Associate Transportation Planner is responsible for assisting the Transportation Engineer in addressing and improving transportation systems in the City of Lowell. The Associate Transportation Planner will work closely with the Transportation Engineer to plan for a transportation system that is safe, comfortable, and convenient for Lowell. This position will plan for an inclusive transportation system that is implemented though tactile installations, regular roadway improvements, and major construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Coordinate with a variety of stakeholders across City departments and externally with residents.
  • Manage a variety of transportation planning studies, plans and programs, including but not limited to, the city's Traffic Calming Program, Shared Streets Program, Complete Streets Policy, bicycle and pedestrian access planning.
  • Reviews and compiles information found within transportation modeling programs to understand overall transportation system operations.
  • Assist Transportation Engineer in implementing transportation-related recommendations outlined in various plans.
  • Work with City staff to implement low-cost, tactile projects that promote traffic calming, improve access to walking/biking/transit, and beautify City streets.
  • Assist Transportation Engineer with grant applications to support transportation related projects.
  • Assist Transportation Engineer in long and short-term mobility comprehensive planning for the City.
  • Create graphics, maps, boards, and presentation materials to inform City departments, and the public about transportation related projects.
  • Work in collaboration with the Transportation Engineer, DPD Project Managers, and the
  • City Engineer’s office on projects to ensure transportation systems are planned and working for the benefit of all Lowell residents.
  • Reviews project materials for development projects before various land use boards and provides comments related to transportation related impacts to staff as appropriate.
  • Maintains library of plans, specs and construction documents, etc.
  • Other duties as assigned

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Proven understanding of urban design and multimodal transportation planning strategies and tools.
  • Excellent oral and written communication skills. Bachelor’s Degree in Engineering, Urban Planning or related field required. 2-3 years’ experience required. Demonstrated graphic and project management skills required.
  • Knowledge of GIS and its applications required.
  • Familiarity with AutoCAD, Adobe Suite software, or other graphic software strongly preferred. Working knowledge of VISSIM, Synchro, or other traffic simulation programs preferred.

LANGUAGE SKILLS

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Strong communication skills and ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

  • Ability to work with mathematical concepts such as fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

  • Ability to solve practical problems and deal with a variety of concrete variable in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

CERTIFICATIONS, LICENSES, REGISTRATIONS

Valid driver’s license required. EIT desirable.
