INTRODUCTION
This Request for Qualifications (RFQ) is for conceptual planning work for approximately 50 acres of land, comprised of two sites (Blair Property and Crow Creek Apartments), along the Arkansas River in Tulsa, Oklahoma. The purpose of this work is to prepare the sites for future development. The George Kaiser Family Foundation (GKFF), which owns these two sites, is seeking a creative and innovative team to partner with the foundation. GKFF wishes to develop the sites into a civic amenity that will enhance Tulsa's cultural offerings to local, state and national visitors. This first phase in developing the properties is to conduct conceptual site planning to determine development sites and street alignments to ensure the most efficient use of the properties with the maximum civic enhancement benefits.
This RFQ is for Phase I of the development and includes the following work:
- Analysis of the site
- Examination of three alternative alignments for Riverside Drive
- Conceptual planning to ensure that the alignments are compatible with expected developments
- Assistance and support in making application for permission to implement the realignment
- Assistance through the public hearing process
Two to four teams will be chosen from the RFQ submittals, and will be asked to provide detailed proposals. One team will be chosen to partner with GKFF, and will work closely with the foundation's project management, legal, traffic engineering, construction management, public outreach and public relations representatives.
