Featured: Reforming the Eviction System During and After the Pandemic

To help protect renters impacted by the pandemic from eviction, the Consolidated Appropriations Act (enacted in December 2020) and the American Rescue Plan (ARP) Act of 2021 together created the Emergency Rental Assistance Program (ERAP), the first national policy with the goal of preventing evictions by assisting both tenants and landlords. Now that ERAP funding is winding down, policymakers have begun assessing the impact of ERAP and extracting lessons learned to inform long-term eviction reform. At a White House summit on August 2, 2022, panelists discussed emergency rental programs in Philadelphia, Colorado, Oregon, Cleveland, and Chicago.

In Practice: Salt Lake City Housing Authority Serves Residents Experiencing Homelessness

In September 2020, the Housing Authority of Salt Lake City opened Pamela’s Place, a 100-unit sustainable, affordable housing project for people who have experienced homelessness or housing instability. Most residents also have a mental and, in some cases, a physical disability. Pamela’s Place has a full-time community clinic onsite, whose staff act as case managers and service providers to residents. The project is one piece of the city’s effort to address the worsening affordability crisis and is emblematic of the state’s ongoing commitment to ending chronic homelessness.

Trending: Lessons from Nonprofit Administrators of the Emergency Rental Assistance Program

In August 2022, the Housing Partnership Network and the National Housing Conference co-hosted a webinar titled “The Pivotal Role of Nonprofits in the Emergency Rental Assistance Program (ERAP).” During this virtual event, a panel of experts representing three housing nonprofits discussed their organizations’ work administering rental assistance programs during the COVID-19 pandemic on behalf of local governments in New York, North Carolina, and Pennsylvania.
