Richmond, Virginia: Mixed-Use Development Brings New Life to an Iconic African-American Neighborhood

HUD User publishes a series of case studies based on federal, state, and local strategies that increase affordable housing opportunities and support sustainable community development. The projects and community development efforts featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives.

In November 2020, Enterprise Community Development opened a mixed-income development in Richmond, Virginia, consisting of two apartment buildings. The Rosa includes 72 replacement units for residents of a public housing project and the adjoining Van de Vyver has 36 units that are affordable for residents making at or below 60 percent of the area median income and 46 market-rate apartments. The surrounding Jackson Ward neighborhood, a National Historic Landmark District, was once a center of African-American commerce and culture. Although the neighborhood does not have the economic strength it once did, community organizations and residents are committed to preserving the legacy of the “Harlem of the South.”
