Vail, Colorado: The Vail InDEED Program Provides Deed-Restricted Workforce Housing in a Resort Market

The projects and community development efforts featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives.

The Rocky Mountain resort town of Vail, Colorado, is working to improve housing affordability for its year-round residents and seasonal workers with the innovative Vail InDEED program. This program, adopted in 2017, represents a new push for the town to purchase deed restrictions on housing units. A deed restriction is a condition attached to the deed of a property — in this case, restricting occupancy to residents employed in Eagle County. These deed restrictions permanently remove housing units from the expensive second home and temporary vacation rental market, thus relieving Vail’s permanent residents and seasonal workers from the burden of competing with wealthy tourists and those who desire second homes in the attractive ski destination. Since its launch, Vail InDEED has purchased restrictions on 165 units.
