Windsor Locks, Connecticut: A Mill’s Transformation Into Mixed-Income Housing Is Revitalizing the Downtown

HUD User publishes a series of case studies based on federal, state, and local strategies that increase affordable housing opportunities and support sustainable community development. The projects and community development efforts featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives.

The Montgomery Mill was built in stages beginning 150 years ago to produce textiles. Today, it provides 160 units of rental housing with half of them income restricted at various levels. The recent conversion of the mill into housing is helping realize state and local goals to promote transit-oriented development; provide affordable options to live in a high-opportunity location; enhance nearby green and recreational amenities; preserve a prominent historic structure; and, most significantly, encourage the revitalization of downtown Windsor Locks, Connecticut. A creative mix of funding sources supported Montgomery Mill, including historic tax credits, low-income housing tax credits, brownfield remediation funds, flexible state housing funding, and tax-increment financing (TIF) — the first time a TIF district was created in Connecticut under the state’s enabling legislation.
