The Summer/Fall 2018 issue of Evidence Matters: Transforming Knowledge Into Housing and Community Development Policy, which focuses on employment and self-sufficiency for HUD-assisted households and individuals experiencing homelessness, is now available. This issue discusses the barriers and challenges that may prevent households from achieving economic independence. Additionally, this issue of Evidence Matters examines federal and local programs to promote self-sufficiency through a variety of supports and incentives as well as the evidence base regarding the efficacy of such programs.
Key Findings
- Many HUD-assisted households are attached to the labor force, but earn insufficient incomes to afford housing without a subsidy. HUD and local public housing agencies provide support aimed at achieving self-sufficiency for HUD-assisted households through programs such as counseling, job training, child care, health services, transportation assistance, and savings incentives.
- One of HUD's self-sufficiency programs, Jobs Plus, has shown positive results in improving employment and earnings outcomes for HUD-assisted households through onsite employment services, a financial incentive to encourage work, and a community-based support network.
- Programs like Opportunity Chicago and The Rapid Re-Housing for Families Pilot in King County, Washington, help residents improve basic skills and access job training and stable housing.
