Heal the Bay and other environmental groups sue the State Water Board for new water policy which is too lax
The new clean water plan, five years in the making, was released by the State Water Resources Control Board and details how the State will regulate sewage discharge and water pollutants. At issue is whether the new policy creates loopholes in federal standards by allowing long (up to 20 years) phase-in periods. The plan will affect waterways like Malibu Creek, San Diego Bay, and San Francisco Bay.
